Areas of work and tasksOn 23 December 2024, the Government issued the Regulation on the Management Plan of the Sečovlje Salina Nature Park for the period 2024 - 2034. The Regulation on the Management Plan of the Sečovlje Salina Nature Park for the period 2024-2034 was published in the Official Journal of the Republic of Slovenia on 24.12.204 and is valid from 8.1.2025.
The Management Plan of the Sečovlje Salina Nature Park for the period 2024 - 2034 (Management Plan) is a programmatic act which defines the vision for the protection and development of the Park for a period of 10 years on the basis of the Nature Conservation Act (NCA), the Regulation on the Sečovlje Salina Nature Park , the concession regulation and the concession agreement for the management of the Park, international conventions and European regulations in the field of nature conservation, as well as the assessment and analysis of the state of the Park. This also takes into account the fact that traditional sea salt extraction takes place in the park as an economic activity of mineral exploitation on the basis of the mining concession granted. A small part of the park is a cultural monument, the Salt Museum, and the entire salt pans have the status of cultural heritage and are protected by a municipal decree.
The management plan sets out the long-term and fundamental objectives of the park's management, namely to preserve the natural values, species and habitat types and the salt pans, to enable people to experience and get to know the park with a vision of visiting the park, to contribute to the realisation of public interest objectives in other areas, in particular to contribute to the protection of cultural heritage, to enable the local population to be connected to the park and to ensure the efficient and transparent operation of the management of the landscape park.
The management objectives set out the tasks and activities of the manager, the organisation and financing of management. Conservation guidelines for the management and implementation of activities affecting the nature conservation objectives are provided, as well as indicators to verify the achievement of the conservation objectives and the effectiveness of the management.
The Concession Agreement, which was extended by an annex on 17.8.2023 for the next 10 years, regulates the mutual relations between the Concessionaire (the Government) and the Concessionaire (Soline) in relation to the concession for the management of the Park and the use of the natural value of the Sečovlje Salt Pans. By signing the Agreement, the Concessionaire will acquire the exclusive right to manage the Park and use the natural value, and the Concessionaire will do everything within the framework of the laws and regulations to ensure that the Concessionaire acquires the water rights for the use of the water to the extent necessary for the exercise of both concessions under this Agreement. The concession agreement also provides, inter alia, that within one year of the signing of the agreement, the concessionaire, in cooperation with the Slovenian Nature Conservation Institute, shall prepare a draft park management plan for a period of ten years and submit it first to the Sečovlje Salina Nature Park Committee for its opinion and comments, and later to the Ministry for its opinion, and then to the Government for adoption, in a coordinated form. Every five years after the adoption of the Park Management Plan, the concessionaire must report to the Government on its implementation.
